Stupid Console problem

ok so i have literally tried everything, my console will not open at all, the HUD does not dissapear and the game does not pause when i click ANY of the console keys, the console is enabled in both my INI files, i have also checled for the so called human interface devices, but there literally are non at all.
i had a laptop and fixed this problem with deleting the HID's but as i said before they arent thier, its not my screen resolution because the game would still pause even if the console is half of the screen which it doesnt, i have no ideas what to do, please can someone help me! :D

I don't know i0f you have already looked here, however if you scroll down to near the bottom of this page to where it says "Accessing console" there is a link to the troubleshooting section, which contains a lot of useful informtation. My flatmate had the same problem.

Does your laptop have a remote control?

i have a Desktop pc running vista business 32 bit, i have looked for all the "human interface devices" but with no avail, i had a laptop a while back and i had the same problem but i managed to find and delete the human interface device which enabled the console, i have looked on the fallout wiki console page and tried everything but none of that works :/

So you have looked in your device manager, then under human interface devices? If you have, was there absolutely nothing in there called 'infrared' anything? If you haven't been into your device manager, go in there, then expand the 'human interface devices' and if there's anything in there that contains the word 'infrared,' uninstall or disable it if it's not vital.

I apologise if I'm just telling you stuff you already know or have already tried, I figure I might as well put it out there just in case. My flatmate had trouble finding infrared devices, but he had exactly the problem you did, running the same OS. His problem was that his laptop has a remote which is an infrared device, so as soon as he uninstalled that he could use console.

although when i run gamebooster i notice that it says its stopped "Human Interface Devices" although i dont know where its finding it, although even with gamebooster running and it telling me it has disabled all HID's still there is no console.
i actually hate this problem, i just want it to work xD

Oh really?? That svcks. I'm afraid I'm out of solutions :/ I can imagine how frustrating not having console can be. Maybe Gamebooster is just lying, I've used that and noticed no marked differences. If you're running Vista it might list it as something else. Have you tried searching Google for where human interface devices OR infrared devices may be located? Because it may simply be under 'infrared' rather than 'human interface devices.'
Can you please post what brand and model computer you're using?

Have you tried reassigning the console key to a button other than the tilde key? Also email Bethesda tech support, they may be able to help.

It's probably not something you want to play with if you're not confident about computers, but if you're fairly sure you're not going to break something this seems to have worked for some people.

Since the most obvious fixes don't seem to be working, I'm all out of ideas. Sorry I couldn't be of more use :( I guess your best bet is to try emailing Bethesda and keep searching Google for fixes.
