hey guys i've been playing fo3 for some time now, all of a sudden my wasd keys act as numbers and most of the keys on my board so the same. help?

You might try going into the controls menu in the options in the pause menu and setting everything to default. Short of that, I've never had any issues with the keyboard...

tried that. :/ i try to move, change views, anything with keyboard. i opened up the cmd console and tried typing in cmds and everything i typed was numbers. when i hold down l-ctrl it will work normally but when i try to walk there is a numeric-like pad that shows at the bottom right above my ap meter

That doesn't sound like the game to me... Are you having this issue outside of the game? Sounds like someone rebound the keys on your keyboard. Do you have any strange functions on the F# keys? Something like Num Lk or something? You might have turned on one of those weird functions that enables a hidden number pad. I don't really know what else could be the issue. Sorry.
