Upgraded to a new computer rig, got fallout 3 and New Vegas in plus all of my mods installed (Everything but FOSE)

My original computer was windows 7 and FOSE worked and my new one is windows 7. Also everything works fantastic except for FOSE not working.

I go to the website, download FOSE (Worked) But I only got one small file unlike when I downloaded it on my other rig I got a entire list of files (Program)

If anyone knows how I can get my FOSE download to work that would be greatly appreciated. Any more information you want let me know. Thank you.
