I recently went into this building and noticed dozens of flags with the 'dragon' logo of TESV.

They are all over the place in Vivec and in the Imperial City if you are interested.

Thats not the Avatar of Akatosh. The Avatar of Akatosh was the Dragon that Martin turned into/summoned.

The symbol of the Empire and the Septim Dynasty is a dragon. Daedra Lord Peryite is a dragon. You kill a dragon in Redguard. Akatosh, Alduin and the Dragonborn all existed before TES V was in development.

Yep, that's the seal of Akatosh and it's the symbol of the empire. It's on the cover of Morrowind, it's on countless doors in Oblivion. We will see them in Skyrim and many TES to come.
