Well technically you could, but that breaks several rules. You are not allowed to use content from one game in another, even if made by the same company. I once wanted to do the exact same thing, but if you want too you will have to figure it out on your own, as they dont allow discussion of it here. And whatever you do, DO NOT release any mods you make using content from another game to the public, keep those for yourself. That is a big no no.

You're probably better off doing it from scratch. The meshes used in Oblivion and Fallout are different so you'd need to redo them all in order to get them to work in Fallout.

It's true, the meshes in Fallout are far more complex than the ones in Oblivion. Better to make them from scratch or use the trees and other flora from the http://www.fallout3nexus.com/downloads/file.php?id=10100 mod.

I'm not positive, but I think that mod just uses trees that already exist in the game. There's a couple of elm types in Oasis, and several other different varieties found in Tranquility Lane. I can definitely recognize a few of the trees I've had a look at in the screenshots. I was contemplating adding a few trees here and there around the Wasteland myself but gave up the idea as being to much of a PITA.

There's a number of nice trees to work with, just look at the Trees tab in the GECK. Tranquility Lane has a fairly good selection in it's world space, ranging from Sugar Maple to Evergreen. You don't notice them that much when you're there because everything is in black & white, but they look pretty good outside that environment.
