Extremely agrevating Mod

Okay so here's the basic change I added an npc character to the imperial city market place and a quest to find him. it goes on from there
but this is whats's wrong

1. the Npc never shows up.
2. The quest never works even when i try to manually activate it.
3. The Message for the Quest does not display.

So Got any sugestions?

Some ideas.

NPC: Make sure he is not set to be 'initially disabled', or that he has AI packages that make him go elsewhere.
Quest: Make sure you've set the quest priority to something other than 0.

I don't exactly know where to look for the Initially disabled option on an npc
but the quest priority is set to 85.

You need to check the NPC's AI packages.

I Still didn't see it anywhere you think you can be more specific. but I really doubt this is the problem since the Quest doesn't activate anyway

The AI Package on the NPC tells it where to be. It does not matter where you place the NPC, they will go where the package tells them to be.

[EDIT] You double-click on your NPC in the 'Object Window' to see the "AI" button on the bottom left. Click it.

Maybe I need to be more specific the problem is that whenever i launch oblivion with a mod i make it never works, not once out of the 15 mods i have made has one ever even semi worked i thought that maybe i was missing a step while loading it up to oblivion, but when i check obmm i has i marked activated my AI packages for the npc only tell him to wander around the market district and to sleep and eat at some of the stores there I.E. merchants inn, and the feed bag. it also add's the npc's weapon pack to be taken once he dies later on in the quest line. it adds no custom cells, races, skills, or classes. It does add a few spells and one enchantment. but i cant test anything until the quest activates which it never does any suggestions for that would be appreciated greatly,
also if there is some odd step i am missing then please god tell me.

1. You need to set your quest up to start. Something must start it. On game start is a good option for testing. You have said nothing about this.

2. Your CS must be patched to the current, and your game must be patched to the current. You can check the version of either in the repsective programs. Don't assume that if you 'installed' a patch, that its actually patched.

3. Placing objects in the wrong 'worldspace' is the usual culprit for 'mods not working'. Where did you place these changes you made?

4. Remove all the AI packages from your NPC and see if they are standing where you placed them. Easy thing to test to limit what might be wrong.

well let's see he has no ai packages and he still not in the imperial city 04 cell the quest is set to automatically start and it wont now i am not so sure my oblivion game is patched but the cs is and that pretty much answers all those things i really need a solution before i put my fist through the computer.

ok, you need to upload your ESP somewhere so we can take a look at it.
I use SendSpace since its free. You don't even have to sign up, you can make a 'temporary' file on there. Just make sure you copy the link before you close the window.
