Every race has its special skill bonuses, I would like to know how to edit them. Specifically Dark Elves.

Open the Character->Race menu.

You'll see the bonuses on the left side of the window. Select which Race you want, make your changes, click OK, then save the esp.

There is nothing in that menu, and with that. Nothing anywhere else, its like the entire construction set is void of files. I tried opening the .ESM in the construction set, I pressed ok and it asked me where to save the plugin? It was wierd :/

You need to load the files into the CS.
File->Data Files
Select Morrowind.esm, click OK. Wait for the CS to load.
