A Few Problems

I wonder if that is something fixed by the unofficial Oblivion patch. Have you tried Vanilla Obivion with just the UOP?

Well now That Is interesting, My patch has become depentant on Fran's... , I haven't tried it with the patch alone, I do need my race mod as well but I have to see what's the deal on my Patch...

You probably installed the Fran's version of the USIP MOBS because you are using Fran's SI option. You do not have to install the USIP. Just install the UOP with Vanilla Oblivion.

I apperantly have a corupted patch, it Would Not load without Fran's, I had to dig it out of my download folder...

The Fran's version of the USIP is supposed to depend on Fran's ESM. I'm confused by your comment...

I was only installing the UOP and update. I didn't realize there was a Fran's specific version,,,
Been adding modules back in to see where it breaks...

If using the regular Unofficial Patches doesn't work, try using TES4Edit to see if any of your mods changes that shield. Even if nothing's intended to, it could be a wild edit.

...a wild edit in Oblivion.esm? That is the kind of issue that the UOP should have taken care of? I would like to see what TES4Edit turns up because this makes no sense. Also, if you are using FCOM and Fran's SI option, you only need the Fran version of the USIP, not the UOP. If you have a Fran-dependent version of the UOP, get rid of it.

Ok, now your confusing me, I had the UOPv320--5296 with v324-Fran's-MOBs HotFix--30142. The HotFix was keeping the Fran's dependancy, I also had the USIP with the ESP from the FCOM/MOBS.

I've got most everything I'd had before added back in, (except some of _Cyrodiil_Upgrade_Overhaul_V.1.5.4b) and that particular problem has not reoccured, I thought I'd checked it gefore in TES4Edit with everything and only Oblivion.ESM & Bashed Patch were listed, but that dosn't sound right now because I know the Stats have been altered...

Oh, you have the wrong hotfix. There is a Fran-specific version that has nothing to do with FCOM. Arthmoor heads the TIE+Fran camp, so he released the Fran-specific versions of the updates as well. You did not follow the link in the "required downloads" section because that link points to the http://www.tesnexus.com/downloads/file.php?id=27710.

Edit: I believe the Fran-specific version of the UOP contains the MOBS stats changes. FCOM users should be using the UOP (plus the UOP supplemental) and the stand-alone OMOBS mod (also linked in the "required downloads" section.)

I got this odd issue. I just installed the NPC Face color unlocker (http://www.tesnexus.com/downloads/file.php?id=10811) and now certain NPCs, mostly beggars, also the dark elf lady who runs the bar in cheydinhal and an orc on the waterfront, have yellow colored faces (bright yellow, no fake skin tones here). I also have TNR and Cobl Races TNR and Cobl Races TNR SI all enabled. I'm using wrye bash, and all three of those are in the bashed patch. Will I need to disable TNR to fix the problem, or is there some other problem? I'm not really sure what I need to do. (I'll wait until it's requested to post the load order and other info, as it's pretty bulky)

I tried that mod, and did not work out for me either. Are you, perhaps, using another face textures mod such as IFT? I do not think it is a problem. The aesthetic simply is not a change that suits everyone's game.
