Creatures can't use actual dialogue. You have to simulate it in some way. One idea would be to use a system of pop-up messages so the dialogue occurs purely through text. Another option might be to spawn a small invisible humanoid NPC standing inside the head of the creature when you need to talk to it, and initiate dialogue with the NPC.

Anything set up as a creature can't do dialog. but http://www.tesnexus.com/downloads/file.php?id=31821 sets up some creatures as NPC's so they can do dialog. It comes with instructions on how to do the same thing for the creatures not already included.
