2.I noticed a few new stores for books and writing supplies, is it now possible to write my own books?
3.Are there any new quest.?I saw some notices that would leave me to believe that in the IC.

1) I don't think so.
2) No, the shops are just to add realism to the cities, providing the sort of things you'd expect a large city to provide. The player cannot actually write in the books themselves.
3) Yes, but not many, yet. There's a few in Bravil.
4) Yes, but I can't remember whether purchasing them has actually been set up. Should be one in Anvil Bay, and one in Bravil Docks.
