What the heck...I'm in court...this is like the best idea for a crime-punishment system eva'! In daggerfall, you stood before a judge, and you could plead guilty or not guilty. If you plead guilty, and you were found guilty, you were given a lighter sentence. But if you plead not guilty and you were found guilty, you were given a harsher sentence (longer prison time). I think a system like this should be implemented into Skyrim. You could go quite deep with this. Personality and speechcraft could play a role in whether you are able to fake your innocence. Also, fame/infamy could also be important.
And since we're on the topic of fame/infamy, I definitely think this should return from Oblivion, but don't make it only a general fame/infamy scale. Make it also contingent for one city or region. You could have BOTH a general fame/infamy scale, and a regional fame/infamy scale. Allow me to define these terms now as I see them.
General fame/infamy scale - One quest/crime done in one region becomes known to the whole province of Skyrim. I would say that this be the case for the main quest and for MAJOR side quests.
Regional fame/infamy scale - One quest/crime done in one region becomes known to ONLY that particular region. I would say that this be the case for the more MINOR side quests.
You could go still deeper if you wanted. You could have a city fame/infamy scale, which are quests/crimes done in a city, but are pretty much unknown to the rest of the region.
Another thing I would like the return of are the werewolves of Bloodmoon. The werewolves were really cool looking. I enjoyed murdering npcs like in werewolf horror films such as Bad Moon and American Werewolf in London. Just think of how much cooler werewolves would look in Skyrim with all the much enhanced graphics. Only thing to complete it would be blood/gore, and torn limbs.
