My GIMP and Blender tutorial contains a chapter on NifSkope that will cover the Basics of NifSkope use. If your importing an armor or creature, then you are into advanced territory and will need to do some studying and research depending on what your trying to import.
I suspect that you will need to Import the model into Blender, 3DSMax, Maya or equivalent 3D editor, then export the mesh as a Fallout3 model. There is no easy button for importing objects from Oblivion into NifSkope and then exporting them out as ready Fo3-objects. This may be possible, but I have never heard it nor seen any tutorials on how it can be done. As it is strictly forbidden and illegal to take Bethesda-made Oblivion objects and import them into Fallout3, there isn't much use to do what your attempting. I've seen a few modders do this with some custom swords they made just for fun, but nothing beyond that due to the legality of keeping content separate between the games and the fact that very little content between the two games is actually compatible from a thematic point of view.
It would however be fairly trivial to import it into Blender and export it back out as a Nif- that would handle the transition nicely IMHO.
