You can try using a Stealthboy, or the Chinese Stealth Armor and sneak up on him. Always save first, because you never know what's going to happen
BTW: this could be considered a spoiler, in which this thread would be in the wrong section. You could ask a mod to have it moved for you.

Did you use the Mesmertron on him first? I had no trouble putting the slave collar on him after using it.
