You probably have an infrared receiver blocking it. Go to Start>Control Panel>System and Security>Device Manager. Click on "Human Infrared Devices". If you see "Microsoft eHome Infrared Transceiver" or "ITECIR Infrared Receiver", right-click on it and select "Uninstall". Try pressing the ` key and typing help. Your console could be off-screen. If it is, that will put some text up on the screen. If that does nothing, try the http://www.fallout3nexus.com/downloads/file.php?id=1711 mod. You'll need FOSE to run it.

Had the same problem. This is what worked for me.

Solution

Go into Device Manager -> Keyboards.
Right-click "Microsoft eHome MCIR 109 Keyboard", choose "Update Driver Software".
Choose "Browse my computer for driver software",
Choose the option "Let me pick from a list of device drivers on my computer“
Make sure "show compatible hardware" is checked, then select "HID-compliant device" and click next. Click any remaining "Closed" buttons after Windows has installed the driver.

Also, make sure you're not playing the game with a 360 controller or other gamepad. Console will not work unless you're playing the game via mouse and keyboard. Hope this works for you :) .
