Finished reading the thread. I think the journalist was refering to the art direction. Anyway I'm skeptical about the whole dungeons leveling to you when you enter it thing.

Regarding the map size, when they say that Oblivion is 16 square miles, are they counting all of the land in Valenwood, Elsweyr, and Hammerfell that was generated but inaccessible?

I'd be really happy with the size of Skyrim if that were the case. Because the province fits into a box much more nicely than Cyrodiil does, therefore it should be able to use much more of the space provided on a square shaped map.
