I have requested this for Morrowind once, no one ever did it, I think it would fit into Oblivion better. I would do this myself but IDK how to make cloths.

I would want it with the cape/cloak thing but if possible the cloak would be removable. also the shirt would be straqed up I just provided the open pictures for a reference of the material and the shoulders. I couldn't get any of the pants but they just look like brown pants.
