Civil Defense/Public Shelters...

I mentioned this in the New Vegas section of the forums a while back, and I'm just curious as to whether or not anyone's interested.

Several people (Carol in the underworld, for one) mention public shelters for use by those 'unlucky' enough to miss out on the vaults. It always irked me that there weren't any other fallout shelters, apart from the improvised caves, hamilton's hideaway, and the plunger room. Also, posters all over the place for the Civil Defense Administration, and yet no offices. So, given that I like tinkering with editing software, I decided to throw some things together. Now, I'm relatively new to using the geck, but I did do a pretty heavy amount of worldbuilding using the construction set for morrowind back in the day.

So, I thought I'd post some screenies, and see what people think, eh? Your thoughts and feedback are much appreciated. If there's an interest, I'll finish the svcker, and upload it for you hep cats.

For the most part, there are no quests, or anything of that sort, just added dungeons, which I tried to merge as seamlessly as possible into the game cannon.

It wouldn't really be all that hard to finish. A lot of the navmeshing and nitty gritty junk is done. Let me know what you guys think, eh?

Looks good, and new buildings/areas to explore are always welcome :thumbsup:
I could see a place like that being inhabited by raiders or even talon company though. It looks largely intact and was built to house multiple people, that would be something that I think would interest either of those groups.

EDIT: or, just to give low karma type characters something to do. Depending on where it is, it could be another BoS outpost, or maybe a regulator one.

Indeedy. The public shelters are scattered all over the place, some locked up tight, others not so much. The ones which are open to the elements will likely contain raiders/ghouls/etc. So far only two of the eleven (possibly less if I don't feel like finishing em all) shelters are sealed, and they're quite small. The main dungeon will be the HQ (the building picured) and navigating it in entirety will give not only access keys to the locked bunkers, but reasonable loot/exp, and possibly the locations to some of the ones more off the beaten path.

Here in Omaha (arguably the first city that would get nuked in the country thanks to Offut and Stratcom) there are fallout shelters in the basemants of many churches, schools, etc.

But Fallout isn't as much about the real world so much as how people in the 50's might picture the future. Vault-Tec wasn't really interested in saving lives. And they wouldn't want to market individual or smaller shelters since they wanted to push the populace into the social experiments of the larger vaults.

If there were civil defense shelters, I imagine they would have been controlled by the Enclave and kept on government property. But that's just my two caps.

The screenshots look really good. Nicely cluttered and lit.

I love the idea of the shelters as well. The prewar Fallout world seems likely to have seen the construction of fallout shelters of many sizes, varieties, functions, and all under the auspices of a multitude of public and private organizations.

So adding a whole bevy of them as explorable 'dungeons' strikes me as an outstanding endeavor. I look forward to seeing the progress of your mod, and its completion.

I was thinking along a similar train of thought, I believe. Shelters built by small communities or families, supplied and stocked by Civil Defense, which are scattered across the wasteland. These would be of a cheaper design, mostly using existing structures and utility corridors, with a shorter duration of habitability then vaults. I like the idea of CD having a little 'rivalry' with Vault-Tec. Perhaps I'll play with that...

I'll keep updating screenshots as they become available.

This looks fantastic! I'm really looking forward to adding this to my game. This really seems to fill a lore gap as well, which is great.

Enderandrew, I think the Vault Tec options, regardless of their true intentions, would have been the top of the line choice of those who could afford it (and/or were carefully selected for Vault Tec's own reasons). The Civil Defense shelters would have been a lower tier option for the much larger population of those with lesser means. The common man's option. Like paying for a world class specialist out of pocket or going with the HMO options which may be of lesser quality.

I don't see how the Enclave would have factored into that at all though. They were the shadowy elite pulling all the strings. They had access to facilities/technology beyond what even the Vault projects showcased that assured their survival and future dominance. A bunch of Civil Defense bunkers wouldn't have even been a blip to them.
