Volume issues

Hello

This is my first post and unfortunately it is a needy one. I am not sure if I should have posted this here or somewhere else but either way it is really, really bugging me. The volume controls just don't seem to work.

My problem started when I tried to turn the footsteps volume off. I changed the .ini file from "PC Footstep Volume=0.7" to "PC Footstep Volume=0.0" with no difference, then I changed it to '1.0', back to '0.7' (The default), then back to '0.0'. None of this made any difference. What DID make a difference was when I clicked the button 'software mode' (in the in-game Options --> Audio menu) so that it became 'hardware accelerated'. This works only 50% of the time when the footsteps can be heard on and off randomly. When I switch it back to 'software mode' the footsteps become deafening along with everyone else's around me not to mention the random creatures which I can hear but not see in the middle of Balmora...

In short, my question is: HOW DO I GET RID OF THE FECKING FOOTSTEPS VOLUME!!!!!!!!!!!!!!!!!!!!!

I have:
Windows 7
Morrowind GOTY Edition 1.2.0722
Loud footsteps sounds which ruin the game!

Open your in-game Option menu.
Slide the Footstep Volume all the way to the left.

Haha this was the first thing I did, I'm amazed I didnt mention it! It made absolutely no difference...

And that was why my next stop was the .ini file you see!
