ok i have made a mod on the cs but when i go to play it in the game none of the things i placed are there. but i can see where i edited the terrain

Did you make all the changes in one plugin file? Or do you have several .esp files? It's also important to make sure other mods or your saved game are not conflicting with your mod. Try testing with a new game and without any other mods active.

ok i started a new game w/ any data files loaded and went throught the tatorial and then saved and loaded it w/ the mods and my stuff still wasnt there but i could see the terrain changed. im running on XP do i have to do anything to the file after i save it on the cs?

What worldspace did you place the objects in, and 'where' in that worldspace did you put them?

You need to specify what worldspace you used.
It must be placed in the 'Tamriel' worldspace to be seen.

To clarify what WillieSea said; Anything placed inside the Tamriel worldspace can't be seen from within a city worldspace, and anything placed within a city worldspace can't be seen from Tamriel.
