The Mantis Imperative - Mantis.esp is the main plugin for that mod. It probably needs to be in front of the others.

I also just use FOMM and let it set my load order. I've never had problems with load order because of it.

What kind of problems are you having?

Since you have all of the DC Interiors packs, I'd delete those and download the all in one pack. Less mods in your list = better.
