So, I finally got around to updating Ye Olde Mod Liste last night, due in large part to someone pointing out to me that I sort of fluffed the puppy on my edited version of Service Requirements and didn't base it on the most recent version like I said I had (either that, or I somehow accidentally deleted the surcharge scripts). The point is, NPCs weren't offering their services to non-members at a higher rate like they're supposed to in Service Requirements 1.43, so I fixed that.
