I thought it was the guard in Cheydinhal with the Silver Battle Axe but when I looked him up on UESP it said he only has one line and that's not it..
Help!

I thought it was the guard in Cheydinhal with the Silver Battle Axe but when I looked him up on UESP it said he only has one line and that's not it..

The wiki probably means that if you actually try to start a conversation he'll tell you to go away. But if you walk near him he'll say "I don't know you and I don't care to know you". He'll also say that to other NPCs.
