The thing is, if the developers don't address the whole "what about the rest of the world" issue, then we are simply going to be subjected to a million and one bad fanfictions and speculation for eternity. Secondly Fallout is a universe created by a divergence in history, i.e. alternate history, and thusly all the factions and jazz are merely fluff and are not integral to the Fallout universe's exsistance; just because the BOS have happened to be in every fallout game (and to be honsest they really should never have gone to D.C.) does not make them a vital part of the universe. Finally, the only reason why people say Fallout wouldn't work abroad is becasue there has never been a game to prove that it wouldn't, and I would bet both my Sunhat owned by Heile Sallasie's bodyguard and my 1633 copy of "Calamitys" that if the planned http://fallout.wikia.com/wiki/Fallout:_Resource_Wars game had been back in 'teh good old days' as it was supposed to be about 90% of us wouldn't object to a post-apocalyptic Fallout game set abroad. And to be really bloody honest, if we don't try and broaden our horizons we will simply end up felching around in repetition.
At any rate, as long as the game is good who really cares where it is set? Fallout has already gone into space, and yet people say it's alright becasue it's the 50s and Sci-Fi or something like that to be quite frank going to old blightly with the prospect of having no Super Mutants is pretty tame in comparison to "The Fantastic Adventures of Vaultman and Pip-boy: The Insidious Invasion of the Radar Men From Mars". Besides, it's entirely feasble that the British could have built their own version of power armour, I mean we did invent Tanks, Radar, Computers and Trouser Presses...
