okay so i did the quest where you have to get the great welkynd stone or w/e for Martin, and i basically ran out of patience for the place so i just ran through it dodging everybody till i found the thing and ran back out. that was a couple hours a go (in real time) and ive done a bunch of stuff since, i just finished the dark brotherhood quest where you have to kill that entire family so i got a bounty from that and went to jail, and as soon as I got out i found myself and the guards who were around fighting a bunch of undead and the King of Miscarcand! he's a lich or something, i didn't even see him in there but now he's laying dead on the steps of the Imperial City Prison xD

I think you should reload a save, from before you got to jail.

maybe they didn't agree about giving you death sentence`?

I've had that happen before. If I don't kill him while I'm in Miscarcand he'll usually show up many in-game hours later at the Imperial City Prison.

At one point I couldn't get the battle music to stop because he was chasing me across Cyrodiil, although I couldn't see him anywhere.

This bug seems to be common in Oblivion. I have seen other people reporting it with other creatures and once I got a Guardian of The Spirits (from OOO, I think that was the name) inside the Tiber Septim Hotel.

Yes, it can happen when you don't kill the King and his zombies.

I'm actually unclear as to why this is considered a bug, since enemies will continue their pursuit until they're killed. I thought that was just part of the game's design.

Not all enemies are as mindlessly persistent as The King. Most will eventually give up.

yeah, i've seen him too - in fact i just updated/corrected my post on this item.
but i've also seen him in the castle courtyard Anvil, just as i got released from the pokey.

Exactly, all the other enemies will give up the pursuit after some time/cell changes/reloads (bar some gliches, I had a mudcrab chasing me for half an hour). But the king will never give up, once I've tried it four times and he always chased me down, thus IMHO it's not a glitch.

Sometimes when an enemy does glitch and follow longer than it should, a simple save and reload fixes it; but that doesn't apply to our decrepit ayleid lich-king friend, of course.
