Fallout New Vegas was made by Obsidian. Plus the Fiends are dirty and grungy from living in the filth I don't think it's racist.

Tandi and Aredesh are also of non caucasion origin based on their names - they're quite possibly Indian.

The NCR also include SuperMutants and Ghouls as citizens.
