Black Horse Courier Special Editions

Some Black Horse Courier Special Editions show up in specific places after you do quests, for example "Rain of Burning Dogs!", after Sheogorath's quest, places 2 copies in the Bravil Mages Guild (among other places in Bravil).

But supposedly the player should get certain other copies from NPCs; for example:

"Anvil Tarts Thwarted!" (After The Siren's Deception, but only if the Sirens are all slain at the farmhouse.), From any Imperial male in Anvil (except Imperial Legion members, guards, or Dark Brotherhood members).

Main Quest Line; "Cheydinhal Heir Saved!" (After The Wayward Knight, but only if Farwil survived), From any Imperial publican except those in Cheydinhal.

... and so on.

I have NEVER been able to get copies of ANY of the Special Editions when one is supposed to get one from NPCs ("Anvil Tarts Thwarted"; and there are not that many Imperial Males in Anvil), or "from any Imperial Publican" (the Inns always seem to have copies of the Standard Editions, but I never seem to get the Special Editions).

I've had to resort to just using the console and giving myself a copy (via ID, posted on the UESP).

If it matters, I have the UOP and the UOP Hotfix installed.

I was wondering "whats up with that", and if anyone has explanations / or / advice.

The UOP *DOES* (apparantly, from its documentation) remove the Special Editions from the BHC upstairs Offices in the Imperial City (otherwise we have "precognitive newspapers"; makes sense). Perhaps that's what causes a minor "glitch/hiccup"? I am fine with using the console if I have to, but I wonder whether anyone else has this "problem".

I'm not exactly sure about that. But it's very odd because (here's a DB spoiler) if you go into the black hours courier they have a paper called "Tragic accident Bailin dead!" which is when you drop a minotuar head on a guy in bruma but I never did that quest I hadn't joined the dark brotherhood yet so it was odd they had the special already able to be viewed but I'm sure you could get these editions by the courier deliverers (mainly on horse back because you can repeatedly talk to them and get many editions. The people roaming the city aren't that good they only give u like one every year)
