I'm stuck!

I have the Gecko Holodisk but the data still needs to be optimized. I go the the computer on the 3rd level of the Vault (first one on the right when you walk in the computer room), but can't seem to get it to do anything. I "use" it (the comp) and it says I should use my Science skill, so I do. It says I didn't learn anything. I tried "using" the disk on the computer, but same, did nothing. My Science skill is at 49%. How high does it have to be before the computer will work? Did I screw up by fixing the plant, then going to McClure to become a citizen before talking to Festus about the optimization?

And I'm really getting into this game too. Started with FO3 (LOVED IT!!!!), then played FO:NV, now doing 2 then maybe 1. Was flying through until I got here and the Raider camp. I obviously need to level up more (currently 9) to get through the Raider camp. The only way I can get in is through the cave, and they slaughter me and my party pretty well at the chainlink fence.

I hope someone can remember this and offer some help.

IIRC you have to use the disk on the computer behind the red security doors. You can also talk Festus into doing it too with enough skill.
