I looked it up in gamefaqs, because I knew there were three additional maps you could access after beating the main storyline, and according to gamefaqs.com the shantotto map should be unlocked just by completing two peoples Destiny Odyssey stories, and clearing all 4 shade impusles. I've cleared 4 peoples Destiny Odyssey stories and have, obviously, beaten all 4 shade impulse maps, but nowhere is Shantottos Distant Glory map showing up >< getting a bit peeved, I'd love to unlock her, since I'm a long-time player of FFXI.
