Here's the fallacy: Because dual wielding was mentioned first, you assumed everything in that line was related to dual wielding. Incorrect, it was related to the two hand mechanic. It isn't saying that you can dual wield two ranged weapons, because if you made this assumption you would also have to assume, due to two-handed weapons' inclusion, that you could dual wield those as well.
No, what it means is that having two hands lets you do multiple things. Some use one hand, some use both hands on one thing (two handers and bows), and some wield something in each hand.
