so i have placed a radio in my cell, and i figure it would not be so easy, and i was right.
The radio just gives away static noises

Have you double clicked on it and verified it is set to a radio station? Also, be aware that if it is set to GNR and your cell is located too far from the antenna ( I am assuming you have your cell connected to the wasteland) , the radio signal will not be received until the quest to fix the antenna is completed. Bigtown is too far....Springvale is barely in range. Not sure if this is your problem, just the first things that popped into my head.
