where do u find a damage magicka spell?? I need 1 for a arcane univercity quest and cant seem to find 1. Thanks in advance and plz help!!

a chest in the vicinity that has a few scrolls in it; one of them is a Sever Magicka scroll.

buy the spell (it's an apprentice level spell) from Sulinis Vassinus at Skingrad Mages Guild.

If it's the quest I think it is, there's a scroll in the chest in the adjacent room.

Didn't take the time to read all the comments but there is definitely one in the Cheydinahl Mages Guild sold by one of the mages.

EDIT: Didn't read the whole message, disregard this post lol.
