Installing Mods to the Steam GOTY Version

Hey guys, I just installed the Fallout 3 GOTY edition to my computer via Steam. Steam installed it to the default Program Files folder, and I'm running Windows Vista. I've tried to use Archive Invalidate so I can view the .BSA files, but it doesn't seem to work, and I've heard that it's because Vista can't run mods from the Program Files folder.

Is there anyway to fix this without uninstalling and reinstalling the game to a different location?

And if there isn't, what's the best way to relocate Fallout 3

Delete everything in the steam folder except for the Steam application and the steamapps folder. Move the Steam folder somewhere other than program files, and run Steam. I've had to do this one quite a few times across my computers, works like a charm.
