I personally think It's better than the fallout series, but that's just cause I played the elder scrolled first and I think what ever game you play first is likely to be your favourite same with cod or the hale franchise.
It's fallout a couple of thousand years ago and the landscape is far more fun to explore the creatures a cooler and there's more to do.
Ps If you liked fallout youll most likely like skyrim.

Too many things to name really. My advice would be to just play as many of the games that you can before Skyrim releases to see if you like the tone of the series. And if you ever have the time or questions read articles on http://www.uesp.net/wiki/Main_Page until your head explodes.

There is just so much you need to know about the elder scrolls! It is more than just a game, it is a world, a story. I could not even explain the short version. Please if you want to know more of this wonderful series visit www.uesp.net

I can give some advice for you to search for.

First off. The Races of Nirn (Nirn being the planet) learn about the races of tamriel (Tamriel being the continent witch is active in the games)
The searh for the different countries of Tamriel, and after that you can search for the lore. (If your gonna read the lore you need some basic knowlege such as countries and races)
This is what I reccomend! This wont take to long to read, though it will take a bit longer to understand. :)

Play the games (there are 4 -> Arena, Daggerfall, Morrowind, Oblivion) or read about the lore.

Well I would recommend starting with one of the previous games to get a feel for it. But if you're going into Skyrim cold (get it?) http://www.uesp.net/wiki/Oblivion:Books and start reading through some of the books. That should help get you acquainted with the lore. As for gameplay, it is a lot like Fallout 3 in that there's a huge world for you to explore and you're not tied down to doing the main quest. Unfortunately no one can be told what the gameplay is like. You have to try it for yourself.

Nothing.

You can play the Elder Scrolls games without knowing any background information, and understand the storyline, etc.

The Elder Scrolls is more of a Classic Fantasy game then the fallout series so expect sword and magic combat.
It has a decent stealth system but do not expect it to match the Thief or Splintercell level.
Open World gameplay is the standered in Elder scrolls games
10 different playable races, comprising Men, elves, Orc, a cat race called Khajiit, and a Lizard race called Argonian
The Game is mainly meant to be played in 1st person but can be 3rd Person
The world's history is quite extensive with a lot of Lore
For more info check out the Elder Scrolls http://en.wikipedia.org/wiki/The_Elder_Scrolls

you can play it without lnowing the lore, i mean it is fysicly possible... I belive you will achive much greater feel for the game if you know of the lore.

It's mostly background information. If one wants to understand the persons/events he has heard of in the game, they can still look it up, there's nothing wasted.
The Elder Scrolls games are loosely bound to each other.
