so i just saw on nexus a windows os computer and i thought. is it possble to make a browser connect to the game so say you have a cpu in your megaton home or tenpenny and you log on to this computer and it brings up a full web browser while in game? i love how my xfire messenger does that in game but to actually connect to the web from a source in the game would be sweet.

Not possible. And its called a computer, not a CPU. A CPU is a part in a computer.

NillaCakester managed to put an IRC client ingame, but I don't think it ever got released, probably because it would be utterly pointless. A browser would be /more/ work, for even less utility- if you want to browse the internet ingame use Steam and shift-tab.
