If anything, I hope they won't put levelled Artifacts in the game again. To me that was silly when you got the level 5 version of Mehrunes' Razor. Also, I hope they will put handplaced items back where they belong so exploring will have meaning again. This was my main complaint about Oblivion where every single cave/ruin had levelled loot. And because this game is singleplayer, it wouldn't matter much to find the Mentor's Ring at level 1 in a crypt close to Seyda Neen (that was awesome!).
Oh, and bandits wearing Ebony/Glass/Daedric at level 20+. But I hope Bethesda will apply the 'Raider' approach there as they did in Fallout 3 and give those bandits a variety of filthy fur/leather armor.
Besides, even if the player would be able to get a full set of Daedric Armor and a Daedric Battleaxe at level 1; he'd still have trouble using it effectively due to low skills and abilities. So no need to scale everything 1-5, 6-10, 11-15, 16-20 when effective use of an item is already adressed in the player's skills (or lack of)
