im a 360 gamer who decided to get fallout 3 GOTY for pc but have no idea if i need anything for the pc to play or how adding mods work please help this noob out

theres a recently active thread here on recommended mods. you can find it by scrolling a few pages down. also you might want to check out the top files on nexus. enjoy FO3 in all its modded glory.
