This makes no sense:
1. Microsoft and PC are already friendly. Most PCs ship with MS's OS.
2. The Kinect already has very functioning drivers for the PC developed by third-parties
3. Really, the only thing MS can do is release the API, which they aren't doing.
Looking at Wikipedia, all they are doing is releasing an SDK for non-commercial use only and for games only. The current drivers are probably going to be better than that since they can be used in commercial use AND can be used to use a Kinect to control any aspect of your OS, granted it would require more skill than using an SDK to implement, the documentation is fairly fleshed out.
