Fallout 3 and New Vegas are un-related games. If you're hoping to change your stats in FO3 to better suit New Vegas, you've been misinformed. Your FO3 character will not be transferred to New Vegas.

Searched "skill" at the nexus and found a couple that can reassign skill points - but ONLY if they are near/over 100.
