I'm experiencing a freeze once I assign my skill points and choose my perks when I get to level 10.
Here's my Load Order:

Are there any obvious errors?

Do you by any chance have a dual core pross.If so there is a fix for that. http://www.gamesas.com/index.php?/topic/1098568-video-install-guide-for-fallout-3-mods/ First link shows how to apply the dual core fix.

Ah... Mr. Freeze! Try unchecking one plugin at a time until you can level up. If you isolate Mr. Freeze, can you post which plugin's absence did the trick?

This is a known issue with modded FO3, i can't remember precisely, but mostly freezing during leveling up is due to an effect applied to an object (base effect like night vision on helms...). The game don't recognize it and i think, in some way, it tries to level it up too ( which is obviously impossible) : A big Freeze. It happens only now because you didn't encountered the object before (you don't have to equip it), but it might be stored now in your savegame (eheh). My advice to you, as MMM has no issue with this matter, check sshop, tenpenny and ghoulatpeace in the geck and try to remove basic effect on helms. If your not familliar with the geck, just uncheck one mod after another and look for the faulty one. Good luck, It's FOOKING irritating i know Justinother
