Well, the Bosmer are very in-tune with the land and nature, but some Nords believe in nature spirits.
The most tribal are probably the Ashland Dunmer.
I think Bethesda did a pretty good job with making races unlike real-life comparisons. Having things like "Great Houses" usually leads to one house coming out on top, but Elves have a culture that's been around for a while, in which they don't do all that much to move forward. They aren't very ambitious as a culture, and thus the Houses remain, and they seem to have a hard time accepting change too. The exception may be the Bosmer, because they under-go change frequently... maybe even too frequently.
But there are Bosmeri clans and trbies. There were also tribal clans in Europe, Africa, Asia, Australia, South America, and North America. For them to be "Native American", I'd probably need more evidence than them living in tribes, there were Native American cities with hundreds of thousands of people in South America, and they had established mailing and road systems in some nations.
