I'm gonna assume that it's just Obsidian's laziness; he had to wear some kind of Legion themed garb in all the years he served.

I don't know if it's laziness, they did made an effort to show him before he was lit on fire. They could've just as easily put him in Lanius' armor and be done with it. I think it was done on purpose. Perhaps he felt like he was 'above' the tribal clothing and armor the legionaries wear. He doesn't wear Dead Horses' tribal clothes while he's their leader.

That's a good point, I was wondering why he wasn't wearing the Legion getup when he was supposed to be Legate? Didn't make sense but that kind of fixes it considering he still wears it while he leads the Dead Horses. Seems like him to be 'above' that.

In fairness, we've only ever seen Lanius, and his gold armor was a special gift for him from Caesar. We have no idea if there's any sort of Legate standard uniform. It would seem they get to wear whatever the hell they want.
Their only standard uniform item is the blood and tears of their enemies, and occasionally a really smug face.
I'd forego running around in gold plates too if I had the option for SLCPD SWAT gear instead.
C?sar doesn't only want people to not know that Graham was alive in the first place, he doesn't want anyone actually outdoing him by claiming to have actually killed him after the fact. That would be admitting that he, himself, had failed. And since the whole point of setting Graham on fire and tossing him in the Grand Canyon was to show that *nobody* no matter how important is above getting some incredibly harsh disciplanary action, he'd probably rather not deal with having the same done to him.
