Also, check out this http://brink.wikia.com/wiki/Experience_Points, but keep in mind that the information there is by no means guaranteed to be accurate, in fact I have no idea how recent it is. Still, an interesting read. Apparently you gain more experience when you shoot an enemy and you have teammates nearby than if you shoot an enemy when you're off on your own.
As for Soldiers, as someone else said they can hand out ammo, which will probably see almost as much use as Medics' healing buffs and more use than Engineers' gun upgrades (as I think i read somewhere damage buffs last until you die?).
I wouldn't worry about Operatives either, though. They have multiple ways to take advantage of downed enemies, so in a way they do gain more experience per kill, I suppose. After they shoot an enemy (or after someone else does, of course) they can Comms Hack/interrogate, Disguise, or, I assume, both. They can also place homing beacons (speculation) on live enemies.
It sounds to me like all classes have quite a few ways of getting XP.
