I tried to complete Raul's companion quest but multiple issues crept up.

A ) Raul's dialogue does not initiate after I talked to Andy.

B ) Loyal, from the air-force base, disappeared because I completed the quest to rescue the bomber. As a result, I cannot do Raul's quest.

It'd be greatly appreciated if these issues were resolved in a patch.
