Mouse Wheel Problem

Greetings all!

I searched for this problem but didn't find it - lots of mouse wheel problems, but not this one.

In FO3 when I roll the mouse wheel forwards or backwards the camera pans (zooms) in and out - there is a LOT of leeway as to how far I can pan out, thus giving me a great range of camera perspectives.

In FONV when I roll the mouse wheel backwards I can back the camera up to what appears to be a default just over the sholder perspective - far too close, almost claustrophobic, and this limits the perspective, particularly in how much of the surrounding terrain I can see. If I PRESS the wheel AND roll it backwards I get a limited and jerky pan out (still no where near the distance of pan that I get in FO3) and as soon as I release the wheel the perspective goes back to that claustrophobic and limited close-over-the-shoulder-view.

Anyone have any idea how I can fix this so that the mouse wheel in FONV works the way it does in FO3?
