Random Events/Encounters ?

Hello,

I am playing the game for quite a time, but stopped the main quest line in Novac. Did the side quests in Novac, and my character knows where to go after Novac. But I wanted to explore the world a bit, so I explored up to New Vegas, met Veronica (did not take her with me), met Boone, did his quest (but did not take him as a companion).

Then I explored the area around Goodsprings, Nipton, Primm and Novac. Found several places, caves.

I am level 14 now (no cheats!), have decent skills, but no good equipment. I could buy some at 188 trade post or in Vegas, I know this, but I cannot afford to buy since things must be repaired and usually I use only things I find regularly to keep them maintained (repair > 50 for me). But there are none...

After clearing your way to a certain location there is no respawn at all - and there are no random events/encounters. None at all !
Is this a bug? Or did they simply leave out the random encounters? There is a very small respawn of Powder Gangers around Goodsprings, and thats it. Jackals/Vipers which I met on my way to Novac and onward do not respawn, all empty and peaceful now...

I am vilified by Powder Gangers and by Legion (freed the slaves after Nipton), but no attacks, Legion is peaceful to me, except if I attack first.

Freeing the slaves after Nipton was peculiar: One of the two was standing, the other kneeling and bound. I talked to the bound one, freed him and he ran away, I talked to the other (standing and not bound), menu to free him came up and I freed him too. I then was attacked by the Legion soldiers, had to fight them, and afterward to free the other slave again, because the game did not recognize it. Then the quest was reported as solved.
Seconds later a Legion attack squad teleported in (there is no other name for it, they simply appeared out of thin air), I was told by them that Caesar had ordered my death (how did he do this, telepathy?) and I had to fight them. Since then - nothing. Legion is neutral to me. Ugly.


In FO3 there were lots of random events while you were wandering the wastes. In NV nothing, absolutely nothing. No respawn of Gangs, only respawn of small monsters (ants, ghouls and so on), the area is mostly empty, and damned small. No locations to find (I found Caves, a Prospectors Hideout, but they where either empty, or filled with strong opponents and no reward afterward. I fought my way past several groups of Nightstalkers into a cave filled with Nightstalkers. Was very proud of it, since they where deadly to my character. It did cost me a lot of resources, ammo, explosives. Afterward in the cave - found a bit of ammunition, but no reward to speak of, besides the XP. Ugly.

So - is this normal, or does the event/encounter/respawn system hang somehow? Are there really no events in the desert/wasteland? No random respawns? No attacks by factions which hate you? This is deadly boring as it is. Nothing to find, no small places with notes and small stories to find, no small or big rewards. Everywhere you run into steep rocks or invisible walls, and the main area around the roads, once cleared is now peaceful. No items to win (and I do not mean God Items, only the usual materiel), no Caps to make, nothing. Go through once and then forget it? Ugly, if so by design...

I very much hope that this is a bug in the respawn/Random encounter system which will be fixed in a patch. The games new rules (DT, Ammunition, Survival Traits, new skills and the hardcoe Mode) are very nice and I love them. But the world design seems sadly lacking. There is no love in world design, either its a place marked on the map, or there is emptiness. And the marked places - mostly there is near to nothing, nothing to find, only sometimes several monsters to fight. Game seems boring and bleak at this point. There are locations, marked on the map, where there is absolutely nothing. No monsters to fight, no items to examine (read, pick up), no reward. There is somewhere a 'Toxic Waste Dump' location. Toxic it is, it costs you resources to enter it, but there is nothing. No items, no monsters no sense...

Is this a bug, or by design?
