Weather problems

Hi,
This is probably a very stupid question indeed, but I was wondering what would be the best way to tweak the default weather settings in the CS. My actual goal is to make the overall weather more foggier and rainier in most places. My biggest problem is the fact that I'm not sure which settings to change. I already changed the probablities in the Allweather-climate, but no changes in-game. Then I found out that you have separate climates and weather settings for Regions and Worldspaces. So let's say that I want constant rain in Leyawiin. Should I make the change in the Region Editor or somewhere else?

PS. I tried to change the weather values in the Region editor but the CS won't recognise the changes and the esp-file can't be saved.

Actually, I got it working. The reason why no changes were saved in the esp was because only altering the weather tab in the Region editor was not considered an alteration accoring to the CS. To avoid this bug I had to temporarily change one of the other Region settings for the CS to allow me to save the changes I made. There was no mention of this bug in any tutorials. Perhaps this happened to me because I changed my OS to w7.
