I don't know what ones to choose, especially for Balmora (there are so many)!

Nowadays I tend to prefer Hargreth's http://planetelderscrolls.gamespy.com/View.php?view=Mods.Detail&id=1443 when I use a Balmora expansion mod. As much as I appreciate the work that went into Balmora Expansion it just increasingly seems like a bit much for my taste as time goes on. But I have to say, BE has a lot going for it, it has great features you won't find anywhere else. My advise is to load one mod up, COC to Balmora, walk around for awhile and get a feel for how the mod changes the place. Exit, load another mod, COC to Balmora, walk around and see how you like that one. Keep trying mods out until you think you've found one that feels most comfortable to you. That's what I do.

As far as expansion for other towns, here are some that I use:

http://planetelderscrolls.gamespy.com/View.php?view=Mods.Detail&id=1725 - Nemon

http://planetelderscrolls.gamespy.com/View.php?view=Mods.Detail&id=1908 - Loki the Grouch

http://planetelderscrolls.gamespy.com/View.php?view=Mods.Detail&id=2903 - Princess Stomper

http://planetelderscrolls.gamespy.com/View.php?view=Mods.Detail&id=3375 - Princess Stomper

http://planetelderscrolls.gamespy.com/View.php?view=Mods.Detail&id=3461 - Princess Stomper

http://planetelderscrolls.gamespy.com/View.php?view=Mods.Detail&id=390 - Lonnie

http://planetelderscrolls.gamespy.com/View.php?view=Mods.Detail&id=3084 - Lochnarus

http://planetelderscrolls.gamespy.com/View.php?view=Mods.Detail&id=1534 - Hoghead the Horrible

Not available. Looks like Nemon only has the one mod, his Vvardenfell Cooperation, on PES these days.

I would recommend using my & Lokis Caldera instead of Loki's old Caldera plugin. I've corrected several issues that were present, like floaters, NPC behavior & other small tweaks.

http://planetelderscrolls.gamespy.com/View.php?view=Mods.Detail&id=135251&id=8676 - New Caldera

If you would like to keep it to the lore you could also try my Seyda Neen expansion.

http://planetelderscrolls.gamespy.com/View.php?view=Mods.Detail&id=5057 - New Seyda Neen

Also try Crankgorilla's town mods! :)

I don't recall having any problems running them together, but it's been awhile since I've played. Nemon's mod does not touch Balmora, so it's compatible with all Balmora mods. The only city you might have a problem with is Caldera, and I'm not even sure about that. Again, if you're concerned you can just take a quick, temporary, trip to Caldera and look around and see if you see any conflicts - or whether you even like the changes made by the mods.

Nemon's mod mainly adds clutter to the street: vendor stalls, extra crates, a few NPCs, etc. It doesn't add many new structures and doesn't move any existing structures. Generally speaking, it's fairly compatible with most mods.

I've been using Balmora Clutter Compilation for a month or so and really like it as a good balance between features and performance.

I asked for recommendations on an extension mod for Balmora about a week ago. I'd used Balmora Expansion for a long time, liked much of it, but found some elements immersion-breaking, framerate drops severe, and some changes ill-fitted to the city, itself.

I ended up with Another Balmora for the following reasons:

It doesn't conflict with the Illuminated Order mod, which involves a house in Balmora.
It doesn't have much effect on framerate.
It keeps the overall mood of Balmora, while adding plenty of small touches (like a local outdoor market, and a blacksmith).
It doesn't interfere with any local Balmora mods, such as Adul's weapon/armory shop, and Real Furniture.

http://www.gamesas.com/index.php?/topic/1052419-rel-another-balmora-10/page__p__15268067__hl__%22balmora+expansion%22__fromsearch__1#entry15268067 is the gamesas discussion thread on it, and http://planetelderscrolls.gamespy.com/View.php?view=Mods.Detail&id=7995 is the PES download site.
