I have very good karma and I'm trying to find Pladdin star she is a bortherhood knight. Can I find her at the citdal? I know she can join if you have High karma. Oh, can butch from vault 101 still join me,even through he is a neutral character?

Yes, Paladin Star is in the Citadel (you'll have to follow the main quest to get in). No, Butch will not join you if you are not Neutral.
