it is relevant, you can use fo3editor.bat (cmd.exe) to alter the game slightly, i wouldnt realy call it a mod though.
hypicritical in the sence that they create a program specificly for modding the pc version, yet condem the use of mods on other platforms?
They created that program for creating the game. They are free to release it for the PC because there is no third party involved with security rules that they have to obey.
