In regards to the first option: This would more or less give you some minor leadership abilities in your progression through your chosen guild, allowing some form of micromanagement among your peers, before thrusting you into the seat of leader. Now this would only be effective and fun if there were THINGS TO DO AS CHAPTER HEAD/ GUILD LEADER. Give them tasks, quotas to meet, a few members to recruit or something like that. Perhaps the ability to divy out quests to the lesser members. If there are tasks then this would be a good option (If not, then it shouldn't be available)
In regards to the second option: This may not be for everyone, perhaps only included in the 'hardcoe' equivalent mode that is suspected to be included. There are those that argue they have time constraints and just like to get into the meat of the game. That is fair enough. But, again, for the avid role players and those who like the sense of accomplishment perhaps it could be introduced, instead of as in Morrowind, if you had the ingredients prepared for the Mages guild quest you could rank up 4 ranks in the space of 2 minutes.
In regards to the last option: Good ol' MW style of promotion. Now that there is dynamic story and SOME degree of randomly generated quests, there could be the set number of main quests to complete, perhaps some randomly generated ones, plus being of a certain level within the guild before advancement.
